Mina Lee Bell was born on December 19, 1944 in North Carolina, to the late Sterling and Mamie Whitney and was the oldest of their 14 children. She was raised in Philadelphia and educated in the Philadelphia public school system and worked for the US Government for over 30 years before her retirement.

Mina was married the late Louis Bell for over 50 years in a union that produced five children: Reginald (Darlene Carter (d), Veronica Lewis), Terry (Zakkee Hill), Larry (Lisa Sloan), Kevin (Nicole Bell) and Rodney. She had a strong sense of duty and responsibility to her family often taking in and caring for many in need. She was later called to adopt three of their grandchildren (Gajuan, Yasmin, and Mina).

Mina passed away on April 28, 2023 leaving behind a legacy spanning multiple generations. She is survived by her sisters (Lucy, Caroline, Sarah and Nicole), and brothers (Vernon, Samuel, Arthur, and Michael); her grandchildren (Lakeisha, Christopher, Angela, Zaniya, Quamier, Elizabeth, Samia, Gianna, Nikki, Nicholas, Brookelynn, Bronx, Harlem, Kadir, Larry, Lanisha, Ashley, Marquise, Markia, Kevin, Makayla, Larry, Fred, Reginald, Lateafa, Laneatra, Shanelle, William, Yasir, Keylani, Ava, Savannah, Anastasia, Julius); great grandchildren (Kameron, Kross, Kayleigh, Leiyani, Axiyaia'Lynn, Makaylah, McKenzie, Mazonnie); and a host of nieces, nephews, cousins, and friends.
