Judith M. Silva was born on October 15, 1959, in Providence, Rhode Island, to John N. Silva and Joyce B. Bourne. She was a dedicated public servant who spent many years as an Administrator for Veterans Affairs, committing her professional life to the care and support of those who served our country.
